The move came due to

We will start to
produce the second generation of lower denominaton notes, now in paper not in
polymer. My plea is that Nigerians should exercise patience with us. It wasn’t CBN
fault; we just had to go back on our drawing board to rethink. Polymer certainly
will be phased out.
